NewMark Merrill Companies, Inc., together with partners World Premier Investments and R.Y. Properties, Inc., has secured entitlements for Desert Sky Plaza II, a major new retail development planned in Victorville. The partners intend to build a 30-acre, 297,363-square-foot shopping center as the second phase of the existing Desert Sky Plaza, positioning the project as an expansion of an established retail destination.
Groundbreaking for Desert Sky Plaza II is scheduled for the second quarter of 2026, with the development team targeting a fall 2027 opening. The new center is designed to complement and build on the success of the current Home Depot-anchored Desert Sky Plaza, adding additional large-format and soft goods retailers to the area.
Architects Orange and Kimley Horn have been engaged to design Desert Sky Plaza II. Their plans envision a contemporary shopping center layout with multiple anchor tenants and supporting retail space distributed across the 30-acre site. While detailed design elements were not disclosed, the project is described as the second phase of the larger Desert Sky Plaza retail node, reinforcing its role as a key shopping destination for Victorville and the broader High Desert region.
The new phase is slated to be anchored by Target and Burlington, along with additional soft goods retailers that have not yet been named. These anchors are expected to serve as primary traffic drivers for the center, supporting a mix of retailers, restaurants, and service uses anticipated for the project. Tenant rosters and specific leasing commitments beyond the named anchors have not been released.
NewMark Merrill has assembled a dedicated internal team to advance the development. The group includes chairman and CEO Sandy Sigal, COO Susan Rorison, SVP of leasing and acquisitions Jim Patton, CFO Sandra Kist, EVP Brad Pearl, chief development officer Luca Giovanardi, VP of leasing and development Greg Giacopuzzi, and senior project manager for construction and development Elaine Weiss. This team is overseeing entitlement, design coordination, leasing, and construction planning for the center.
Sigal characterized Desert Sky Plaza II as the result of an ongoing partnership with the City of Victorville and noted the company’s focus on the High Desert area. He emphasized that the project is intended to deliver additional retail, dining, and service options to a region described as continuing to grow. The development is positioned to respond to that growth by expanding the existing Desert Sky Plaza footprint and introducing new national-brand anchors to the market.
With entitlements in hand and a defined construction and opening timeline, Desert Sky Plaza II marks a significant new retail development for Victorville.
