Gorman & Co. is moving forward with an affordable housing development on the campus of Trinity United Methodist Church, a century-old congregation that will keep its historic sanctuary in place while adding new residential space. The project, known as The Sanctuary, is planned for a 0.44-acre church-owned site directly across from Atlanta City Hall, with groundbreaking anticipated this summer.
The new community is designed to deliver 83 affordable rental units, with income restrictions aimed at households earning between 30% and 80% of the area median income. The development will primarily serve senior households, positioning the project to address demand for income-restricted housing options for older residents near Atlanta’s government and civic core.
Trinity United Methodist Church is contributing its land at 265 Washington St. for the project, which will sit within the church campus while allowing the existing 100-year-old sanctuary building to remain intact. The configuration keeps an established religious institution in place while adding new multifamily inventory on an underutilized portion of the site.
Public-sector support is a central component of the capital stack. In 2024, Invest Atlanta approved a $2 million tax allocation district grant to support The Sanctuary, providing a subsidy layer to help bridge the feasibility gap for deeply affordable units. Additional financing sources include federal and state low-income housing tax credits, which are expected to be a core driver of project equity.
The capital structure also incorporates a deferred developer fee, deferred land payments owed to the church, and project debt, reflecting a multi-layered approach often required to deliver affordable housing in infill locations. These elements collectively support the approximately $41 million in total project costs reported by Urbanize Atlanta, underscoring the level of subsidy and structuring needed to bring the deal to fruition.
The Sanctuary is planned with several resident-focused amenities, including a community room, fitness room, library, and outdoor gathering space. These shared areas are intended to support social interaction and wellness for senior residents while enhancing the livability of an affordable property in a highly central location.
By combining mission-driven land contribution from a long-established church, local incentive support, and tax credit financing, the project advances a new senior affordable housing option within Atlanta’s urban core while preserving an existing neighborhood institution.
