**Gilbane, Blue Sea Break Ground on Brownsville Arts Center & Apartments in Brooklyn**
With city and state officials in attendance, Gilbane Development, Blue Sea Development, and Artspace Projects, Inc. have officially broken ground on the Brownsville Arts Center & Apartments (BACA), a major affordable housing and cultural project in Brooklyn.
Located at 366 Rockaway Avenue in the Brownsville neighborhood on a city-owned site, BACA will deliver 283 brand-new affordable rental units alongside a 28,000-square-foot cultural arts center. The center will include a 3,440-square-foot multipurpose space designed for performances, rehearsals, and studio use by local community arts organizations.
The project carries a total expected development cost of $254 million. New York City’s Adams Administration is contributing nearly $100 million in subsidies, including $88.1 million dedicated to housing. The development is slated for completion in December 2027.
“The Brownsville Arts Center & Apartments will be so much more than a home — it will be a thriving hub for people to gather for performances, for students to learn about the arts, and for local cultural organizations to grow,” said Yarojin Robinson, Senior Vice President of Affordable & Mixed-Income Housing at Gilbane Development.
On October 23, 2025, the Connect New York Apartments Investment & Finance conference will convene leading owners, investors, developers, brokers, and lenders. The event will focus on adaptive reuse strategies, challenges in capital markets, distressed real estate opportunities, and the evolving landscape of New York’s multifamily sector.
