Empire Group of Companies, working through its luxury urban infill division Aspirant Development, is moving forward with plans for a major high-rise project in Downtown Phoenix. The development, previously known under the working name Astra, has been rebranded as Arro and is planned as a large-scale mixed-use complex. Upon completion, Arro is expected to become the tallest building in Arizona, underscoring the scale and ambition of the project.
The development is planned to span approximately 1.8 million square feet and will be organized around two primary towers. The north tower is designed to reach 541 feet, while the south tower is expected to rise to 425 feet. Together, the towers will accommodate a mix of residential, hospitality, office, and retail uses, positioning Arro as a significant multiuse destination within Downtown Phoenix.
The hospitality component will be branded as The Optimist, a 250-key luxury lifestyle hotel planned for the north tower. This north tower will also include a 380-unit Class A+ residential component, creating a concentration of higher-end housing alongside the hotel offering. Plans also call for a rooftop restaurant in the north tower, adding a food-and-beverage element that is expected to enhance the project’s overall appeal and activation.
The south tower is planned to deliver a mix of office, retail, and co-living space. Current designs call for approximately 150,000 square feet of Class A office space, targeting users seeking modern workspace in the Downtown Phoenix core. The project also includes about 30,000 square feet of retail and restaurant space, designed to serve both building occupants and the surrounding neighborhood. In addition, the south tower is expected to feature a 275-unit luxury co-living component, introducing a different residential format within the same overall development.
On the leasing front, Diversified Partners has been engaged to lead leasing efforts for Arro’s retail space. Their role will focus on securing retail and restaurant tenants that align with the project’s mixed-use positioning and support street-level activation. The combination of hotel, traditional residential, co-living, office, and retail uses is intended to create an integrated environment that remains active throughout the day and evening.
According to current expectations, the Arro project is anticipated to be permit-ready by the end of 2026. Once permits are in place, the development team is planning for an approximate three-year construction timeline. Together, these milestones frame a multi-year development horizon for what is positioned to be a prominent addition to the Downtown Phoenix skyline and broader urban fabric.
