Crescent Communities and its partners have initiated construction on Novel Lulah Hills, a new multifamily development planned as part of the broader redevelopment of the former North DeKalb Mall in Decatur, Ga. The project marks a significant step in repositioning the long-struggling retail property into a mixed-use destination anchored by new residential and retail space.
Novel Lulah Hills is described as the first vertical phase within the larger Lulah Hills master plan. The project will consist of a six-story building designed to deliver 303 multifamily units. Planned floor plans include studios and one-, two- and three-bedroom residences, providing a range of options for future renters within the community.
In addition to the residential component, the development will incorporate 39,000 square feet of ground-floor retail space. This integration of housing and retail is intended to bring new daily activity to the site of the former mall, which is being repositioned into a more contemporary, mixed-use environment. According to the project timeline outlined in the announcement, the first move-ins at Novel Lulah Hills are anticipated in late 2027.
Amenities planned for Novel Lulah Hills are focused on resident experience and community activation. The property will feature the Mercantile Club, an interactive hub designed for residents to gather and engage. Outdoor offerings will include a resort-inspired courtyard and swimming pool with cabanas. Indoor wellness and social spaces will be anchored by a fitness studio known as the Rose Room and the Gathering Place, a diner-inspired lounge space intended to support informal meetings, remote work and socializing.
The site for the Lulah Hills redevelopment spans approximately 78 acres, encompassing the footprint of the former North DeKalb Mall and its surrounding land. Current plans for the full buildout call for a total of 1,800 residential units across the master-planned community. The vision also includes 300,000 square feet of retail and restaurant space, complementing the initial 39,000-square-foot retail component at Novel Lulah Hills.
As part of the master plan, a new Publix grocery store is slated for the site, adding a grocery-anchored retail element to the redevelopment program. The combination of residential density, neighborhood-scale retail and a full-service grocer is intended to remake the former mall into a more integrated, mixed-use environment that aligns with current consumer and tenant preferences.
