The states of Massachusetts, Rhode Island, and Connecticut have taken a significant step towards advancing offshore wind energy in the United States by signing a groundbreaking memorandum of understanding (MOU). This agreement allows for coordinated selection of offshore wind projects as each state pursues their own procurement processes. The collaboration aims to maximize regional benefits, capitalize on cost efficiencies through larger-scale projects, drive economic development, create well-paying jobs, and promote environmental justice.
Under the MOU’s provisions, developers are encouraged to submit multi-state proposals for consideration in each state’s upcoming offshore wind procurements in 2024. Together these states aim to add up to 6 gigawatts (GW) of new capacity from offshore wind farms. Project selections will be based on thorough evaluations that consider cost-effectiveness and criteria outlined in individual requests for proposals.
