The Atlantic Cos. has begun work on Hillrose Market, a 7-acre mixed-use neighborhood village in Roswell that is being developed on the former site of the local police headquarters. The project is moving forward with a $61 million loan provided by SouthState Bank, supporting the conversion of the former civic property into a combination of residential and commercial uses. Hillrose Market is planned as a significant infill addition to the area, bringing new housing options together with modern office and retail space.
According to reporting from the Atlanta Business Chronicle, Hillrose Market carries an estimated total development cost of $140 million. The plan calls for 143 new luxury rental apartments and 16 brownstone-style townhomes, creating a sizable residential component within the project. A central green is also included in the design, intended to serve as a shared open-space amenity for residents, office users, and visitors to the commercial areas of the property.
On the commercial side, Hillrose Market is expected to deliver 75,000 square feet of commercial space spread across six buildings, with the area divided between office and retail tenants. Office opportunities include approximately 18,000 square feet at 25 Hill St., which will feature visibility along Atlanta Street. In addition, about 11,000 square feet of second-floor office space is planned within the former police building, which is being adaptively reused as part of the project rather than demolished.
The ground-floor space of the former police headquarters is being reserved for retail tenants, positioning the adaptively reused building as a mixed-use hub that integrates street-level retail with office space above. This approach aligns with the broader program for Hillrose Market, which combines residential density with public-facing commercial uses and shared green space to create a neighborhood-scale destination.
New South Construction Co. is serving as the general contractor for Hillrose Market, overseeing construction across the site. The project’s lead architect is ASD | SKY, which is guiding the design and adaptive reuse of the former police facility along with the new residential and commercial buildings. Bridger Properties is acting as the retail broker for the project, while Cushman & Wakefield is responsible for office leasing at Hillrose Market.
