A Mexican-based toilet paper maker is investing over $400 million in a new plant located in New Caney, Texas, approximately 30 miles northeast of Houston. Grupo Corporative Palelera, based outside Mexico City, purchased 32 acres within the Montgomery Industrial Park to construct its manufacturing facility. According to the Dallas Business Journal , the company already operates a conversion plant near George Bush International Airport.

The East Montgomery County Improvement District (EMCID) is expected to provide incentives for this project contingent on completion of construction and creation of 200 jobs within five years. The design phase for this 190,000-square-foot warehouse and packing center has already begun with plans calling for an additional conversion facility as well; construction must begin within 18 months from land purchase which EMCID President & CEO Frank McCrady anticipates will occur soon.
