Mack Real Estate Group and McCourt Partners have started construction on Halo Vista, a large-scale master-planned community in North Phoenix. The 2,300-acre site sits next to the Taiwan Semiconductor Manufacturing Company campus and is being positioned as a global hub for science, innovation, and community-oriented uses.

The overall plan for Halo Vista envisions nearly 30 million square feet of mixed-use capacity. Planned uses span industrial and manufacturing facilities, office space, retail, residential, and educational components, indicating a long-term buildout strategy that integrates employment, housing, and services on a single, contiguous site.

The development team has launched the first phase of the $7 billion project with a focus on horizontal infrastructure and site preparation. Willmeng Construction has been engaged to lead this initial work, which will establish the backbone for future vertical development and tenant delivery across the master plan.

Early commercial commitments are already in place. Initial tenants include a Costco store and a planned auto mall to be developed by DeRito Partners. The auto mall is expected to feature approximately 11 dealers, adding a significant automotive retail component to the project and creating a regional draw for consumers in and around North Phoenix.

Hospitality is also part of the first wave of activity at Halo Vista. Common Bond Development Group is delivering a five-story, dual-branded Marriott hotel that will combine Courtyard and Residence Inn flags within a single property. This hotel offering is designed to support both short-term business travelers and extended-stay guests, aligning with the project’s broader emphasis on serving corporate, industrial, and institutional users nearby.

These initial retail and hospitality uses are concentrated along Interstate 17 and Dove Valley Road, anchoring the project’s early stage with high-visibility, traffic-generating components. As infrastructure work progresses, the broader mixed-use program is expected to build around these first-phase elements, leveraging proximity to the TSMC campus and the expanding North Phoenix employment base.

While detailed timing on future phases, leasing milestones, and financing structure has not been disclosed, the scale of the commitment and the mix of industrial, office, retail, residential, and educational uses signal a long runway for development activity at Halo Vista. The project establishes another large mixed-use node in North Phoenix, with early tenants and infrastructure investment setting the tone for subsequent buildout.
