NHP Foundation Breaks Ground on Columbia Heights Affordable Housing Development

The NHP Foundation, in collaboration with Change All Souls Housing Corp. and the Columbia Heights Village Tenants Association, has officially broken ground on a new affordable housing development at 1425 Harvard Street NW in Washington, D.C. The site was formerly used as a parking lot for the adjacent Columbia Heights Village apartments.

Construction financing for the project closed in July 2025, and building began shortly after. Upon completion in 2027, the project—named Harvard Court—will offer a seven-story residential building with 108 affordable housing units. The development was designed by Shalom Baranes Associates and is being constructed by McCullough Construction.

Harvard Court is supported by a robust public-private financing structure. The District of Columbia Housing Finance Agency (DCHFA) issued $48.26 million in tax-exempt bonds and underwrote more than $41 million through a combination of federal and D.C. Low-Income Housing Tax Credit equity. Additional financing partners include Hudson Housing Capital, Bank of America, and the DC Department of Housing and Community Development (DHCD).

Further commitment came from DC DHCD, which allocated $24.29 million from its Housing Production Trust Fund’s 2022 Notice of Funding Availability (NOFA). This substantial investment underscores the project’s importance in contributing to D.C.’s growing affordable housing pipeline.

Harvard Court is poised to make a significant impact in delivering quality, affordable housing options in the Columbia Heights neighborhood.
